halloween. thanks as always for joining us. i'm jon kelley. >> i'm laura garcia-cannon, we're following breaking news out of taiwan where just in the past hour a 6.6 magnitude earthquake struck the island nation. the usga said it was centered along the east coast city of hualian south of taipei. the damage is minimal. a tsunami warning also has not been issued. >> right now i want to get you updated on a story in the east bay. four people are recovering after being attacked by dogs in antioch. this morning neighbors on larkspur drive near hillcrest park are still on edge hours after this attack. that's where "today in the bay" christie smith joins us live. some of the neighbors are saying they are thankful the attack happened before trick-or-treaters going house to house for halloween. >> that's right. we did hear from a neighbor

look, as bad as this dog attack was it's a good thing it's not happening tonight when kids are trick-or-treating. four people are recovering after a vicious dog attack. they were all bitten including three people who tried to help a man who was walking in the open space area where his two dogs, when two other dogs came out of nowhere and started attacking the man and his pet. neighbors say they heard screams for help. they came out, tried to help, then the dogs turned on them, biting tem in the arms and regulars. police showed up and it escalated again. >> officers arrived. and the dogs charged the officers and the officers were forced to fire upon the dogs, killing one, one ran away, while on the scene the dog came back. >> we have officers heading toward the hospitals now.

appeared to be wounds to the extremities of the four people bitten and i don't know the extent right now. >> we are waiting for an up adate on how everybody is doing. the one dog is quarantined. it will be scanned. police have not named the breed. in the face of that one dog, they haven't decided. neighbors have not seen these dogs before. this driveway does have a couple of drops of blood, there was a leash. certainly neighbors rattled. christie smith, today in the bay. >> b.a.r.t. could have stringent safety rules after the deadly crash that killed two workers earlier this month. marla tellez joins us with what state regulators are proposing. >> good morning. the california public utility commission oversees rail safety

for a dozen transit agencies including b.a.r.t. and ever since this deadly accident less than two weeks ago when two workers were hit and killed, the agency has been rethinking safety rules for all of its transit agencies. today a new set of safety laws called first of their kind f. passed part would be required to create three-way communication system between signal command and wayside workers. all workers would have to confirm their locations and explain what they are doing to protect themselves before a train enters work spice. speed redrixs would also be required in work areas. christopher sheppard and lawrence daniels were killed on the tracks october 19, they were working on what's called the civil approval practice which allows employees to enter the right-of-way as trains don't on.

right now let's get you updated on top stories. four people recovering after being attacked by dogs. police ended up shooting and killing one of those dogs. the other remains under quarantine at an animal shelter. as of now it's unclear where those two dogs came from. >> in just a matter of hours the cpuc will consider tightening safety rules for b.a.r.t. and several other bay area transit agencies. the potential changes come after two b.a.r.t. workers were killed on the tracks earlier this month. >> parole agents along with law enforcement agencies across the state will visit known sex offenders. the compliance check all part of the california department of corrections and rehabilitation annual operation. >> 6:13. a new quist linked to the

mystery barge on the bay. he has visited the barge near treasure island. the coast guard won't reveal anything about it. the agency tells reuters at least one coast guard employee has been required to sign a nondisclosure agreement. the barge is 250 feet long, 60 feet keep much longer than a standard freight barge. suingle has not said anything about the barge. some wonder if it's a floating store. >> could that barge be some sort of creative way of getting away from the nsa. >> that's interesting. scott, google is furious over reports the government has tapped into its data lines. >> it is the latest shocker from edward snowden pubbished in "the washington post." per fortedly showing how it tap

we saw the mid to low 30s in the north bay. cold enough for a coat as you make your way out the door it's going to be cold between now and lunch time. then temperatures are going to start to jump. we're talking about close to 80 today. out in the eastern bay. a warm day on tap. the golden gate bridge, you can see it's mostly clear, we do have patchy fog but your visibilities are greenspaning up. look at where we are headed. 70 degrees on the way to san francisco. 72 in santa teresa, 75 gilroy, 74 in fairfield and 71 degrees in oakland, fremont, san jose. let's talk about what happens when the sun drops off. 6:15, a sunset. you'll probably hit the pavement with 4 kids. travel cautiously. everybody who drives if you are driving around really want to watch for trick-or-treaters.

by 10:15 it little be on the chilly side. not worried about shower activity. speaking of the time change, we're going to have more daylight, out earlier at 6:31. it's going to set a lot earlier until the sun goes down at 5:15. firefighters want to remind everybody to change the batteries in your smoke detector. they save lives. that's always a good idea when we have that time frame. friday into saturday we'll see more changes. up to 81 by friday. down to 75 for saturday but unseasonably mild. monday into tuesday, developing off looking comfortable. not any rain chances. 6:18. >> i was looking at the 81 but that's not hot enough.

weep keep it in the shade. the south bay is looking really good. northbound a bit of slowing. so no major trauma, at at that. a tiny bit of slowing. 101 and 280, talking about the coast potential for foggy and the hills. be watch it. took to the east bay. the spleed limit, 880 moves smoothly down out of hayward. light volume even for a thursday this is a light flow. i want to show you the north bay travel times. a smooth drive 101 down south of petaluma back to the speed limit. heading west over toward san rafael and novato.

was cited. >> there it is, celebrating halloween and ringing in the new york stock exchange, also got the nasdaq for you. the super charged bell. kind after scary puppet. thursday, october 31, this is "today in the bay." it's 6:30. good morning. thanks for spending part of your halloween with us. >> this morning government background checks are under scrutiny on capitol hill. today's hearing prompted by deadly shooting rampage at the washington navy yard. you recall the person who pulled the trigger in the case was a civilian contract worker named aaron alexis who was able to keep his clearance despite a series of violent outbursts and

concerns about his mental health. tracie potts is live in washington, d.c. this morning. some senators are introducing a bill that aims to close some of those loopholes on how often background checks are reviewed. >> reporter: exactly. sometimes after you get a background check and get that security clearance year goes by before it's reviewed. within those years things can happen that affect whether a person should have access to top secret information. here is that proposal. all four women, they want to increase the frequency of background checks and do two random automatic audits over a five-year period. the office of personal management would go through public records, data bases looking for anything that should affect the clearance and had it over to the employer. this came after edward snowden, after the fact of his background check and also as you noted aaron alexis, the shooter in the

navy yard shooting who after he had a 10-year clearance it was discovered during that time period and more recently he had been arrested or had run-ins with the law, as many as three times. there were concerns about his mental health. those between persons were never made. they want to make sure that people who should not have security clearances or should have those clearances reviewed do so. >> think of what could have been prevented. thanks. >> more than 150 people now very relieved to be back in the bay area this morning after a scare in the sky causes an unexpected 24-hour journey. an engin problem forcing a flight from tokyo to sfo to make a landing in cold bay alaska. the good news the landing did go smoothly but the passengers were

forced to wait 13 hours just for another plane to come and take them the rest of the way to san francisco. family members of those on board were stuck waiting anxiously at sfo including one grandfather who could not wait to meet his brand new granddaughter just adopted from china. >> they have a long day with a girl only a year old. >> she has done amazing. oh, my goodness. she is a trooper. >> she's a trooper. >> yes, she is. >> big brother there to give big hugs and share the love. the passengers we talked to say everybody in cold bay only a population of about with 100 people, everybody was very welcoming. >> nice ending there. this morning it's unclear whether a woman cited for wearing google glass while driving will fight that in court. chp pulled her over for speeding

in and out early to escort their trick-or-treaters or to be trick-or-treaters. we're looking to the maps, a smooth drive on the approach we see a little slowing now speeds in the upper 50s from the top of the screen, the east shore and from the bottom of the screen northbound 880. it's not a big concern and the east bay looking good. we have an earlier stall clearing south ever highway 24 for south 680. another down toward san ramon. so that's a problem as well as reports of a deer injured along the stretch. there may be another crew to help that animal off or to get help if that's what's needed. that's the build into san ramon. as you go south of san ramon there is 580 and 84, standard through livermore. pleasanton slowing down into the south bay. we give you a live look for the peninsula, first 101, a lot of company for 101 through palo alto, still at the limit. also the south bay north 101, congested spot here at 680,

new york city is getting ready to enforce the toughest tobacco buying restrictions in the country. the new york city council voted to raise the minimum wage to buy tobacco products from 18 to 21, including cigarettes, cigars and electronic cigarettes. the move will cut smoking rates and led to a healthier city. new york's mayor michael bloomberg endorses the bill. it should take effect next year. >> today a judge expected to decide whether to shut down production of sriracha chile sauce. the city sued to get huy fong foods to stop making the sauce because the smell of pepper and garlic is so strong. residents complained the smell gives them headaches, burns their throat and even makes their eyes watery. the company says it was looking into other alternatives when the city sued. if the judge rules with the city, the factory won't have to

shot and killed one of the dogs. >> reporter: yeah. they say they had to because these dogs came after them. but boy, we were talking with a neighbor who said that as bad as this dog attack was it's a good thing that it didn't happen tonight when kids are out running around trick-or-treating on halloween. still, four people are recovering this morning from dog bites after two dogs came out of nowhere in this open space area last night where a man was walking his two dogs. the loose dogs bit the man and his dog. this is on larkspur drive last night here in antioch. neighbors heard the commotion, heard the yells for help. the dogs bit three of those neighbors who came out to help, bit them in the legs and arms. paramedics and police arrived. the wild dogs turned on them too. officers opened fire, killing one. neighbors say it happened fast. >> heard everything soy went out and i saw cars everyone honking

and i heard people screaming and there was a bunch of cop cars and i was scared. then i heard conshoots that i ran inside. i was like really scared. >> reporter: the one dog that did survive ran away but came back. animal control officers were able to catch it. it's quarantined and will be scanned for a chip and tested for rabies. the results given back to the people bitten. its fate isn't clear but i wanted to show you something back live. there is blood and a leash so seems like it happened in a wide area but neighbors say that they had never seen these dogs before. reporting live, christie smith, "today in the bay." >> time to check things out on this halloween morning. cool, crisp, a live look at san francisco. you can see the sky so clear. the blue shining through before the sun comes up. the sun will go down tonight.

"saturday night live," a special show for you parents who are staying home. that should be awesome as well. so temperatures this morning are mostly in the mid-40s to low 50s. we have upper 30s but only confined to the north bay. we have a mean weather system headed toward the great plains, the midwest as we head throughout the day. some cities are considering postponing halloween as a result. we're lucky to be in the bay

area with temperatures in upper 70s. 78 in livermore. 71 fremont and 70 in san francisco. let's talk about halloween chen the sun sets. 65 degrees inland. 62 at 8:15 and 10:15, 58. at the coast it is going to be a little bit cooler out this. so keep in mind this is where you see the 50s. 10:15, 56 degrees, that's not too cold. we're not worried about showers. we're looking good request. throughout the next couple days temperatures surge, this is what i wanted to point out on the seven-day forecast. tomorrow we're going to be well above average in the 80s inland. saturday if you want to hit the beach not a bad day to do so. 71 bay side. by sunday we'll see morning clouds thicken up and temperatures as a result will drop off. not by butch between sunday into monday. then we level off tuesday. 6:48. mike got a thrill out of that,

authority. >> thanks, marla. new details to tell you about around the shooting death of 13-year-old andy lopez. we're learning the deputy who fired the shot says he can't remember if he surfed himself as law enforcement before topping fire. report shows that only about 10 seconds passed between the time deputy confronted lopez and the shooting. in the meantime hundreds took to the streets again chanting "andy." they want justice for the teen's death. last week a deputy mistook his gun and shot him seven times. those marching believe the shooting was unnecessary and they hope to make a change. the fbi is investigating. >> a search continues for a man who wandered away from a facility after that was shut down by the state. his name is ed monday bascom.

he is 65. investigators say he walked away from the valley springs manner one day after it shut down. we have video of family members picking up belongings of that facility last night. 14 residents were moved after investigators say they were abandoned by most of the staff where only a janitor and cook were left behind. the janitor tells us he did his best to try to care for the seniors but only worked there for a couple of weeks. he was not a care giver. >> people in oakland take an unconventional approach to fight crime. they use crowd tilt to raise $200 to hire a group for a trial period. the security guards patrol the neighborhood but can only call officers if they spot something. neighbors were fed up after a robbery in september. >> trick-or-treaters at one
